Pre-Commissioning Services in Singapore

CESCO provides comprehensive pre-commissioning services to prepare newly constructed, modified and repaired industrial systems for safe and efficient commissioning. Our capabilities include system cleaning, flushing, pressure and leak testing, drying, purging, inerting, mechanical integrity verification and internal inspections to ensure systems are fully prepared before start-up .

Before any new or modified industrial system is handed over for start-up, it has to be proven clean, tight, and ready to run. CESCO Environmental Technologies Pte. Ltd. provides pre-commissioning services in Singapore that take pipework, pressure equipment, and process systems from mechanical completion to a verified ready-for-commissioning state, removing construction debris, confirming pressure integrity, and demonstrating that every line meets its cleanliness and leak-tightness targets before the process fluid ever enters it.

What Is Pre-Commissioning?

Pre-commissioning is the systematic preparation, and verification, and testing of equipment, pipelines and process systems after mechanical completion and before operational commissioning. It ensures that each system has been cleaned, inspected, tested, dried and reinstated in accordance with approved project procedure and industry standards.

In simple words, pre-commissioning involves various activities to ensure all systems and components of the facility are properly installed, tested, and ready for operation.

Here are the different stages during the construction and installation of a facility:

Stage Purpose
Mechanical completion

Confirms that all defined construction and installation work has been completed.

Pre-commissioning Prepares, cleans, tests, and verifies the system against approved specifications and acceptance  criteria.
Commissioning Performs functional testing, introduces operating conditions, and prepares the facility for start-up.

Why Is Pre-Commissioning Important?

Following construction or maintenance, systems may contain debris, welding residue, mill scale, oil, moisture, trapped air, or assembly defects. A properly executed pre-commissioning program  helps to:

What Pre-Commissioning DoesWhy It Matters
Removes contaminants before start-upPrevents debris from damaging pumps, seals, and instruments on first run
Verifies pressure integrity and leak tightnessConfirms systems hold to design code before process fluids are introduced
Eliminates residual moisture and oxygen where requiredProtects sensitive systems from corrosion and reactive conditions
Protects critical equipment during cleaning and testingAvoids damage to valves, instruments, and rotating equipment
Improves operational reliability and equipment lifespanReduces early failures and extends the working life of assets
Minimizes start-up delays and operational risksKeeps the commissioning schedule on track and lowers safety exposure
Delivers documented, traceable records for project handoverGives commissioning teams verified evidence each system is ready
Pre-commission Service in Singapore

Our Pre-Commissioning Services

CESCO offers a complete range of pre-commissioning solutions, including:

Selecting the Right Pre-Commissioning Method

The most suitable pre-commissioning method depends on several  factors, including system materials, operating conditions, pressure rating, cleanliness requirement, contamination type, and site constraints.

System RequirementRecommended method
Loose construction debrisWater flushing, pigging, steam blowing or air blowing
Oil, grease, oxides or bonded depositsChemical cleaning

Pressure integrity or leak verification

Hydrostatic, pneumatic, nitrogen or helium leak  testing
Residual water, moisture or oxygenDewatering, drying, purging
Hydraulic or lubricating-oil cleanlinessOil flushing, hot oil flushing or oil purification
Restricted internal accessVideo inspection, pipeline camera  inspection, or borescope inspection

Information Required Before Execution

To develop an effective pre-commissioning plan, we typically require:

P&IDs, isometrics drawings, line lists and system boundaries

Pipe sizes, lengths, system volumes and construction materials

Design pressure, operating temperature and process media

Expected contamination levels and cleanliness acceptance criteria

Project specifications, approved procedures and OEM requirements

Site access, utilities, hazardous area classification and project schedule

Inspection, witnessing, testing, and documentation requirements

Pre-commission Service Singapore

What are Our Process of Pre-Commissioning?

CESCO follows a structured and documented process to ensure every system is fully prepared before commissioning.

Engineering Review and Planning

Our engineers review P&IDs, line lists, system boundaries, and project specifications to develop detailed method statements, risk assessments, cleaning procedures, testing protocols, and acceptance criteria.

System Isolation and Temporary Works

The system is safely isolated, with temporary spools, blinds, and test equipment installed as required. Sensitive components such as instruments, control valves, strainers, and   orifice plates are protected or  temporarily removed to prevent damage during cleaning and testing.

Cleaning and Flushing

The appropriate cleaning method, including water flushing, pigging, chemical cleaning, steam blowing, or air blowing is selected based on system requirements and monitored until specified cleanliness standards are achieved.

Drying, Purging, and Inerting.

Where required, systems are dewatered,  dried and purged using nitrogen to remove residual moisture and oxygen, protecting equipment from corrosion and contamination before commissioning.

Pressure and Leak Testing

Hydrostatic, pneumatic, nitrogen, or helium leak testing is performed to verify pressure integrity and confirm compliance with project specifications, design codes, and acceptance criteria.

Reinstatement and Documentation

Upon successful completion, temporary equipment is removed, the  system is fully reinstated, and a comprehensive turnover  dossier including procedures, inspection records, test records, certificates and sign-offs is prepared to support commissioning and project handover.

Quality, Safety & Compliance (QEOHS)

Every pre-commissioning scope CESCO delivers is carried out under our QEOHS framework — covering quality, environment, occupational health, and safety. Work is planned to documented method statements and risk assessments, executed under permit-to-work discipline, and measured against defined cleanliness and test acceptance criteria rather than assumption.

Each activity is recorded, and the results form part of the handover dossier your commissioning team relies on. This disciplined, documented approach protects your people and equipment during the work and gives you clear evidence that every system was left clean, tight, and start-up ready.

Why Choose CESCO?

CESCO combines experienced engineering personnel, specialized equipment, and proven procedures to deliver reliable pre-commissioning solutions across the oil & gas, petrochemical, marine, power generation, pharmaceutical, and industrial sectors. Every project is executed with a strong focus on safety, technical compliance, quality assurance, and efficient project delivery, helping clients achieve a smooth transition from construction to commissioning.

OFFICIAL STATEMENT FROM CESCO

CESCO acknowledges the recent waste disposal incident in Malaysia and expresses its deepest regret over the matter. We have taken immediate steps to work in full cooperation with the relevant environmental and regulatory authorities to resolve the situation and to prevent any recurrence.

Following a comprehensive internal investigation, it was determined that the incident stemmed from actions taken by third-party contractors that violated our environmental compliance standards and internal governance protocols. The actions were not sanctioned by CESCO and are entirely inconsistent with our values of integrity, sustainability, and corporate accountability.

As part of our response, Mr. Tan Eng Yong — who was involved in the contractor selection process — has ceased all affiliation with CESCO with effect from 25 April 2025. This decision was made to reinforce our uncompromising stance on ethical conduct and responsible stewardship.

CESCO upholds the highest standards of environmental protection, transparency, and operational integrity. We are committed to strengthening our compliance framework and will continue to take all necessary measures to safeguard the trust placed in us by our stakeholders, communities, and regulatory partners.

We thank the authorities for their continued guidance and oversight during this time.
