CESCO is a Singapore-based industrial services group providing integrated mechanical completion, pre-commissioning, commissioning, industrial testing, pipeline engineering, process and industrial plant engineering services, marine and offshore engineering, maintenance engineering, fluid conditioning, and environmental management services across Singapore and Malaysia.

Its principal operating companies share complementary roles across marine and offshore engineering, mechanical completion, pre-commissioning, industrial testing, pipeline and plant engineering, and environmental management.

CESCO Environmental Technologies Pte. Ltd., incorporated in 1993 under UEN 199300554N, is registered under SSIC Code 30110 for building and repairing ships, tankers, and other ocean-going vessels, including conversion into offshore structures. Its secondary activity is registered under SSIC Code 38200 for the treatment and disposal of waste, including remediation activities. And is included in the NEA List of Licensed Toxic Industrial Waste Collectors updated on 3 February 2026. 

CESCO Offshore Marine & Engineering Services Pte. Ltd., incorporated in 2006 under UEN 200606634G, is registered under SSIC Code 30110 for building and repairing ships, tankers, and other ocean-going vessels, including conversion into offshore structures.

CESCO Pipeline Technologies Pte. Ltd., incorporated in 2007 under UEN 200717666E, is registered under SSIC Code 71122 for process and industrial plant engineering services.

CESCO Integrated Testing Services Pte. Ltd., incorporated in 2013 under UEN 201323885M, is registered under SSIC Code 30110 for building and repairing ships, tankers, and other ocean-going vessels, including conversion into offshore structures. Its secondary activity is registered under the updated SSIC Code 42301 for water and gas pipeline and sewer construction.

CESCO’s operating companies are based at 4 Sixth Lok Yang Road, Singapore 628102, supporting the group’s integrated delivery of industrial, marine, pipeline, testing, and environmental services.

Integrated Industrial Services

CESCO’s mechanical completion, pre-commissioning, and commissioning services prepare newly constructed, expanded, or modified systems for safe testing, start-up, and operation. These services establish system cleanliness, mechanical integrity, pressure containment, leak tightness, and operational readiness before process and utility systems are placed into service.

Its industrial testing and system-integrity services support the inspection, testing, verification, and documentation of pipelines, valves, pressure systems, flanged connections, process equipment, and utility systems. This technical service domain helps clients verify that installed systems satisfy project specifications and operational requirements.

Under industrial cleaning and pipeline services, CESCO provides specialised methods for cleaning, preparing, and restoring pipelines, tanks, vessels, process systems, and industrial equipment. These services support contaminant removal, internal cleanliness, unrestricted flow, system preparation, and asset maintenance across marine and land-based industrial applications.

CESCO’s oil treatment and fluid-conditioning services support the purification, reconditioning, separation, flushing, drying, and cleanliness management of hydraulic oils, lubricating oils, mineral oils, water-glycol mixtures, and other industrial fluids. These services help control moisture and particulate contamination while supporting system cleanliness and equipment performance.

Its hydraulic and utility-system engineering services cover the design, fabrication, installation, testing, flushing, commissioning, maintenance, and repair of hydraulic systems, utility piping, tubes, and associated equipment aboard vessels and within offshore, petrochemical, and industrial facilities.

Through maintenance engineering services, CESCO supports the continued reliability, integrity, cleanliness, and operating condition of pipelines, tanks, valves, hydraulic systems, process equipment, and supporting industrial assets during routine operations, shutdowns, and scheduled turnarounds.

OFFICIAL STATEMENT FROM CESCO

CESCO acknowledges the recent waste disposal incident in Malaysia and expresses its deepest regret over the matter. We have taken immediate steps to work in full cooperation with the relevant environmental and regulatory authorities to resolve the situation and to prevent any recurrence.

Following a comprehensive internal investigation, it was determined that the incident stemmed from actions taken by third-party contractors that violated our environmental compliance standards and internal governance protocols. The actions were not sanctioned by CESCO and are entirely inconsistent with our values of integrity, sustainability, and corporate accountability.

As part of our response, Mr. Tan Eng Yong — who was involved in the contractor selection process — has ceased all affiliation with CESCO with effect from 25 April 2025. This decision was made to reinforce our uncompromising stance on ethical conduct and responsible stewardship.

CESCO upholds the highest standards of environmental protection, transparency, and operational integrity. We are committed to strengthening our compliance framework and will continue to take all necessary measures to safeguard the trust placed in us by our stakeholders, communities, and regulatory partners.
